What is ECO 4?

The ECO4 scheme replaces the ECO3 scheme. It is part of an ongoing government scheme to try & help those more at risk of fuel poverty. This means low-income households may qualify to try and create more energy efficient homes.

What does ECO mean?

ECO is short for the Energy Company Obligation. It is a government energy efficiency scheme in Great Britain to help reduce carbon emissions and tackle fuel poverty. The scheme began in April 2013, and over time it has been amended.


The ECO3 scheme closed on 31 March 2022 & the new ECO4 scheme is about to go live. Unlike other schemes ECO is not just another government grant, it is an obligation placed on the largest energy suppliers to support households install energy improvements. 


The primary legislation listing minimum energy efficiency requirements was originally launched in 2013 and has helped over 2.3 million homes. The previous phase of ECO3 scheme version was replaced by the ECO 4 in April 2022.

The document includes proposed changes, scoring methodology and minimum requirements to allow local authority referrals (through LA Flex – Flexible Eligibility) and private energy efficiency installers to implement the next phase of the ECO4 consultation.


Who is eligible for ECO4?

The energy efficiency measures available through ECO4 scheme consultation are given via eligibility criteria. If you are on qualifying benefits, and you’re a homeowner or a private tenant, you are likely to be eligible for support from energy suppliers via this scheme from April 2022, there are more routes too. If you’re a landlord and your tenant claims benefits, you may encourage them to apply for the grant, thus improving your property energy efficiency for years to come by installing electric storage heaters or free cavity wall insulation.


Some of the qualifyin benefits are expected to be (but not exclusive to) the following:


  • Income-related Employment and Support Allowance (ESA)
  • Income-based Jobseeker’s Allowance (JSA)
  • Income Support (IS)
  • Pension Credit Guarantee Credit
  • Tax Credits (Child Tax Credits and Working Tax Credits)
  • Universal Credit
  • Housing Benefit
  • Pension Credit Saving Credit


If you’re not on benefits, but your home is still energy inefficient, you might be eligible for the scheme through flexible eligibility (LAFlex) program that some councils participate in.
